The goal of the master plan proposal is to reinforce a sense of community and the idea of social and enviromental responsability. "The strategy of the plan is to infiltrate and conceal the community and biological diversity from the nearby Wan Shu mountain. It also reflects the historical transformation of Kaohsiung city from industrial to a contemporary cityscape"
